Validity Test of Fisheries Law Revision, IPB University Gives New Content

Located at the Executive Development Training Center (EDTC), Center for Coastal and Marine Resources Studies (PKSPL) IPB University, the Indonesian Regional Representative Council (DPD) held a Validity Test on the Revision of the Fisheries Law (UU) in front of the IPB University academic community and other invitees, (5/6).
This validity test is intended to create a balance between the content of the law and fisheries in the context of fisheries development affairs so that they are more advanced and developed.
In this validity test, Chairman of Committee II DPD RI, Yorrys Raweyai said that the contents of the existing Fisheries Law must be strengthened, because according to him, there is still a lot of homework to be completed.
“After more than 20 years of existence of the fisheries and marine sector, there have been no significant achievements for the community and fishermen’s welfare. For this reason, improvements are needed, so that we need to work more sharply and focus on existing fishery issues,” he said during the event.
On this occasion, the Rector of IPB University, Prof Arif Satria conveyed the dynamics of fisheries management. He said that, starting in the 1980s, Australia and New Zealand had used the individual transfer quota (ITQ). However, the problem is that quotas are determined based on the history of fishermen.
“When the quota is not evenly distributed, then problems arise with social and income inequality problems arise. That one principle that has been forgotten is accountability which must be accompanied by justice. In addition to scientific facts, we also need data covering social, ecological and so on,” he explained.
This validity test, said Prof Arif, can also formulate and encourage the creation of institutions for each Fisheries Management Area (WPP) with a Fisheries Management Plan (RPP) as the basis for fair and sustainable fisheries management.
“The next thing that needs to be studied is conservation. The concept of Marine National Park is still very sectoral. With the role of the Ministry of Maritime Affairs and Fisheries (KKP) of the Republic of Indonesia, complications also occurred in its management. Hopefully this validity test will produce various findings in the refinement of this Draft Law to become a new Law later,” he said.
On the occasion of this valid test, members of the Indonesian Parliament who also attended included Dr Bustami, Asep Hidayat, Anna Latuconsina, Dewi Sartika Hemeto, Fahira Idris, Badikenita Br Sitepu, Intsiawati Ayus, Denty Eka Widi Pratiwi, Hj Riri Damayanti, John Latief, Wa Ode Rabia Al Adwa Ridwan, Emma Yohanna, Adilla Aziz dan Gusti Kanjeng Ratu Hemas.
Head of PKSPL IPB University, Dr Yonvitner said, some very significant new contents in this valid test are matters of management of ornamental fish, management of sea pearls, management of the fishing profession and fisheries supervision.
“So far with regard to sea pearls, there have been no clear regulations from maritime affairs and fisheries, from production to trade administration. The same goes for the fishing profession, which has been considered a job that everyone can enter and without a standard income measure. So for this it is important to pay attention to the welfare of the profession of fishermen, fish cultivators, and fish processors,” he explained.
“With this valid test, it is hoped that the fisheries sector will become more advanced and competitive and sustainable and prosper as targeted in the Sustainable Development Goals (SDGs),” hoped Dr Yonvitner.
