The Head of the Pusat Penelitian Lingkungan Hidup Lembaga Penelitian dan Pengabdian kepada Masyarakat (Center for Environmental Study of the Institute of Research and Community Empowerment (PPLH LPPM) of Bogor Agricultural University, Dr. Hefni Effendi,  was elected as the Chairman of the Badan Kerjasama Pusat Studi Lingkungan (BKPSL – Association for Collaboration of Environmental Study Centres) of Indonesia for period 2014-2016. The election for the new Chairman of BKPSL took place under the National Conference and Seminar on Center for Environmental Studies of Indonesia, in Surabaya, on 21 November 2014.  The theme of this national event which was officially opened 18 November 2014,  was "Pemantapan Undang-undang Perlindungan dan Pengelolaan Lingkungan Hidup (UUPLH) dalam Mewujudkan Pembangunan Berkelanjutan pada era Otonomi Daerah”. (Strengthening the Act Protection and Environmental Management (UUPLH) for Sustainable Development in the era of regional autonomy)".

105 (hundred and five) representatives of  Center for Environmental Studies from both State and Private Universities in Indonesia attended the national event.  In addition,  the Minister of Environment and Forestry, Dr Siti Nurbaya, and Surabaya Mayor, Ms.  Tri Rismaharini grace the occasion. The Minister, Ms. Siti Nurbaya,  was there to collect  inputs from the participants of BKPSL to support the development of her newly merged ministries, namely the Ministry of Environment (MOE) and the Ministry of Forestry (MoF), to be the Ministry of Environment and Forestry. Those two ministries have different characters, namely exploitative and regulative.

In this special event, Mayor of Surabaya explained that she has been very consistent in developing Surabaya. To put the environment in the mainstream of urban development is her basic ideas in developing Surabaya, even has developed Surabaya as a green garden city and clean as well. Not surprisingly, Surabaya had been  granted many both of national and international awards as an environmentally friendly city. It is the model city for other cities in Indonesia. (Wied).
