IPB Offers New Concept for Pulo Armin Structure Arrangement

The Department of Landscape Architecture, Faculty of Agriculture, IPB University explained and submitted the structure design concept for two border locations in the Ciliwung River in Bogor City. Hopefully, this concept can be an input for Bogor City Government who are currently trying to to implement the Ciliwung River Naturalisation Program.

Th presentation and submission of these two design concepts was held in the Expose Year 2019 event of the Department of Landscape Architecture in City Hall of Bogor (14/5).

The students who created the concept were present and accompanied by the Vice Dean of Resources, Partnership, and Development of Faculty of Agriculture IPB, Dr. Ahmad Junaedi, and IPB lecturer, Prof. Hadi Susilo Arifin.
One of the concepts offered is the laboratory practice result of 5th semester undergraduate students which consist of 68 students. They proposed the theme of “Ciliwung Milennial Society: Transforming Jambu Dua As Waterfront Promenade Anti Mainstream”.

The other concept is the result of field study from 13 graduate students from Semester II. The team offered the theme of ”Bogor Riverscape Amenities Improvement with Naturalisation (BRAIN) Pulo Armin”.

Alfi Hidayat, undergraduate student of IPB, during the presentation of the concept, explained that waterfront landscape can be applied in the Jambu Dua area with all buildings leading to the river.

Jambu Dua traditional market was rebuilt with a minimum distance of 15 meters from the river bank. River boundaries are also planted with production trees.

In addition, there is a river border area to attract the younger generation or what they call the Ciliwung Millennial Society. This area is equipped with amphitheater, stage, parking lot, and supporting utilities for the convenience of visitors.

The existing traditional market is proposed to be built in stages. This proposal is given the narrow border of the river. In that market, the traders are grouped according to the type of merchandise. The market is also built with an integrated system with solid and liquid waste treatment.

Meanwhile, Dwi Santisani, in her presentation about BRAIN Pulo Armin, explained the problem in Pulo Armin Village which is very concerning. There are issues about liquid waste treatment and jointed river bank.

This group recommends a waterfront house pilot project or a convenient and comfortable river pilot project. There are communal toilets, waste management, and community halls.

Another recommendation is Riverside Community Park, building a park on the banks of the river, among others in the form of urban recreation, to be developed into city tourism, to realize urban agriculture, while increasing the quality of ecosystems and pollution control in these settlements.

These students complete their respective concepts with the design of the drawing results of the arrangement or recommendations.

Bogor City’s Mayor, Bima Arya, welcomed gladly the field result of the students. Moreover, for those locations, the government has not had plan with it, considering that the Ciliwung Neutralization Program has not reached that area.

Bima acknowledged, implementing the arrangement of community settlements is not easy because of the varying levels of society; lower, middle and upper classes.

Based on his experience, development that is considered good by the government is not necessarily desired or needed by the community. On the contrary, the development demanded by the community, after being granted, then made the people regret because the facility actually reduced the flexibility of their settlements.

“Because what is built is about humans, it is necessary to consider the socio-cultural aspects of society,” Bima said.

He invited the students to be with the City Government of Bogor directly in the Ciliwung Task Force. Moreover, at this time began at the planning stage of the Pulo Geulis structuring program and river border in Sempur, which is a small part of the Ciliwung River Naturalization Program. This program will target 13 urban villages along the river in the Bogor City area.
