IPB Rector: PTNBH Requires Specific Rules on Autonomy Definition
State Universities of Legal Entities (PTNBH) have the Independence to manage themselves including the financial and asset management. Now there are eleven PTNBH holding the authority to manage finances and assets in line with the condition of each university.
"The process that has been conducted is considered not perfect. The frequent note appearing in coordination meetings is the need for specific regulation on the management of PTNBH including its autonomy definition. The resulted concept will affect the legal standing – whether to remain as part of Ministry of Research and Technology and Higher Education (Kemenristekdikti) as a separate public legal entity or a civil legal entity. It needs a comprehensive and effective regulation and policy in building accountability of management," said Rector of Bogor Agricultural University (IPB), who is also Chairman of Joint Secretary of PTNBH, Prof.Dr.Ir. Herry Suhardiyanto, M. Sc in the PTNBH Workshop entitled "Management and Audit of Finance and Assets of PTNBH" at IPB International Convention Center (IICC), Bogor, 20/4.
Universities that have become PTNBH are University of Indonesia, Gadjah Mada University, Bandung Institute of Technology, Bogor Agricultural University, University of North Sumatra, Indonesia University of Education, Airlangga University, Padjadjaran University, Diponegoro University, Sepuluh Nopember Institute of Technology, and Hasanuddin University and will increase in the near future.
"There are several things that must be clarified. If we remain as part of Kemenristekdikti, there are several things that cannot be applied. For example, Performance Allowance for PTNBH civil servants are already not granted. If it is considered a public legal entity, why is its institutional structure not recognized. If it is deemed to be a civil legal entity, why does its establishment use legislation. The new long-term investment form of PTNBH has not yet been regulated, and the personnel arrangement needs to be authorized by the Organization and Procedures of PTNBH to make clear the authority to apply to the employee status including those under the coordination of PTNBH with ministries, civil servant status employed”, said Prof. Herry in his speech.
In addition, Prof. Herry revealed that now more and more state universities want to become universities of legal entities, thus requiring significant strength from PTNBH, ministry, related government institutions, and other universities.
On this occasion, Chairman of the Financial Audit Agency (BPK), Dr. H. Harry Azhar Azis, M.A was present to provide guidance on the Management and Audit of PTNBH Finance and Assets. Also present were Secretary General of Kemenristekdikti, Ainun Naim and Director General of State Property in the Ministry of Finance, Sonny Loho who clarified about how to manage finances and assets in line with the condition of each university.
