IPB University Enhances GRC Implementation Through the Higher Education Quality Assurance System

IPB University continues to strengthen the implementation of governance, risk, and compliance (GRC) through the higher education quality assurance system.

These efforts are undertaken to ensure that education, research, and community service are conducted in accordance with national and international standards, while also improving the quality of graduates so they can compete globally.

Chairman of the IPB University Quality Management Office, Dr I Wayan Nurjaya, stated that the implementation of quality assurance in higher education institutions is based on quality policies grounded in principles, standards, and systems adopted by the institution.

He explained that these policies aim to ensure the quality of the three pillars of higher education education, research, and community service while simultaneously improving the quality of graduates to make them competitive at both the national and international levels.

“The implementation of quality assurance in higher education institutions is based on quality policies that refer to a series of principles, standards, and systems implemented by higher education institutions to ensure the quality of education, research, and community service,” he said.

According to him, these quality policies also continue to adapt to technological advancements, the needs of the workforce, and global standards.

He added that the latest regulation regarding quality assurance is Regulation of the Minister of Higher Education, Science, and Technology (Permendiktisaintek) No 39 of 2025, which replaces Regulation No 53 of 2023.

This regulation, he continued, emphasizes quality achievements that exceed national higher education standards, while also promoting curriculum flexibility, recognition of prior learning (RPL), and the strengthening of international accreditation.

Furthermore, he explained that national higher education standards encompass three main components: educational standards, research standards, and community service standards. These three standards form the foundational framework for the implementation of the three pillars of higher education.

In its implementation, the higher education quality assurance system consists of an internal quality assurance system managed autonomously and an external quality assurance system conducted by accreditation bodies, including the National Accreditation Board for Higher Education (BAN-PT) and independent accreditation agencies (LAM).

“At IPB University, quality evaluation is conducted periodically through annual internal quality audits involving auditors from various academic programs. Additionally, quality assurance efforts are supported by Quality Assurance Teams at the faculty level and Quality Control Teams at the department or academic program level,” he explained.

Dr Wayan emphasized that the integration of the quality assurance system is a crucial component in the implementation of GRC at IPB University. Through this system, transparent and accountable governance can operate in tandem with risk management and compliance with both national regulations and international standards.

“Quality assurance serves as a strategic instrument in GRC because it integrates good governance, risk management, and regulatory compliance,” he explained. (dr) (IAAS/FHD)
