IPB University: Babakan Raya Kiosk Arrangement Follows Bogor Regency Government Regulations
Chairperson of the IPB University Investment and Business Agency, Dr Indah Yuliasih, responded to the plan to close kiosks in the Babakan Raya area, Dramaga, Bogor. She emphasized that the steps taken by IPB University fully comply with the directives of the Bogor Regency Government through the Department of Housing, Settlement Areas and Land (DPKPP), which has authority over building arrangements and space utilization.
Based on an official statement from the Bogor Regency Government, several kiosk buildings in the Babakan Raya area were found to be in violation of space utilization regulations. The regency government then issued instructions for the arrangement and control of buildings, which were followed up by IPB University as the land owner.
“IPB University fully implements the DPKPP’s directives through the Technical Implementation Unit (UPT) for Building Arrangement II,” explained Dr Indah during an interview.
Amid the reorganization process, several students living around Babakan Raya expressed concerns about access to food stalls, especially at night.
In response, Dr Indah stated that IPB University understands the students’ needs. However, she added, “At this time, we cannot relocate vendors into the campus area due to security considerations and the need to control nighttime activities.”
“The campus must ensure that student access, mobility, and safety are maintained, especially after operating hours. This policy also relates to internal traffic management, facility supervision, and campus security standards at night,” she continued.
Dr Indah said that the process of finding a solution is currently still in the planning discussion stage. Various options are being reviewed, ranging from location, funding schemes, construction schedules, to determining the most feasible relocation time.
“All of these stages require in-depth discussion and multi-layered coordination, considering that the decisions made will have a direct impact on the continuity of activities and services in the field,” she said.
In addition, she continued, discussions cannot be conducted internally alone. Active involvement from the local government is needed to ensure that the entire process runs according to regulations, obtains administrative legitimacy, and guarantees that the steps formulated are in line with community needs and regional policies. “Thus, every decision made can be accounted for and implemented effectively,” she explained.
Dr Indah emphasized that IPB University is committed to supporting this transition and continues to open dialogue with students and traders so that mutual needs can be accommodated proportionally. She hopes that the community can see that this arrangement is part of a local government policy that must be implemented.
According to her, collaboration between the local government, IPB University, students, and vendors is key to ensuring that the reorganization of the Babakan Raya area yields long-term benefits for the campus environment and surrounding residents. (Fj) (IAAS/NRA)
