Discussion of Experts in Campus of IPB, Increased the Business in the Field of Animal Husbandry

Researchers of the animal husbandry of Bogor Agricultural University (IPB) together with the business actors of the animal husbandry, Commission for the Supervision of Business Competition, Association of Poultry, and Ministry of Agriculture (Kementan) of RI discussed many obstacles faced in the poultry business, especially for the independent farmers. This discussion was featured in the event of Focus Group Discussion (FGD) held in Campus of IPB Baranangsiang, Bogor (15/8). The result of this FGD would soon be proposed by Directorate of Strategic Studies and Agricultural Policy (KSKP) of IPB to the government as the solution of the problem in the poultry business.

In this FGD, it revealed that the farmers still faced various obstacles and fundamental problems that hindered the competitiveness, the growth, and the progress. These problems included the excess supply of Day Old Chick (DOC) which had been the internal constraint, so the price and the quality were difficult to control, the dependence on import of the grand parent stock (GPS) seeds, the high import of maize, as well as the feed raw materials and the veterinary drugs added to the complexity of the internal problem in the development of the national poultry.

Vice Rector for Resources and Strategic Studies of IPB, Prof.Dr. Hermanto Siregar, delivered that the condition of the perpetrators of the animal husbandry was one reflection of the economic condition of Indonesia. He said, by looking at the breeders or farmers, there were still many small farmers. Such conditions led to widening of the gap.

“In this FGD, it is expected how can be extracted the solution related to the problems in this world of poultry. The wish of the President of RI, Joko Widodo, has been very clear, how the gap can be narrowed. The trick is not inhibiting the medium and the large, but the way is to accelerate the small performance. All components can perform the function as best as possible, so that the perpetrators do not go on their own. The progress can be shared, enjoyed together and forward together,” he explained. 

Prof. Hermanto added, in overcoming the problems that should be addressed, not only from the technical aspect, but various aspects; the systems, the technologies, and the institutions to achieve the  performance of the animal husbandry. Another thing which was more importantly, he explained, was the institutional and the institutional breakthrough that could change and influence the structure in terms of the business scale.

Ir. Fauziah Hasani from the Ministry of Agriculture of RI delivered that, the broiler farming business approximately 80 percent was controlled by the integration company and only 20 percent of the independent breeders. The independent broiler breeders were difficult to compete with the integration company, viewed from the side of the control of the production facilities and the business efficiency, so the price of the broiler produced by independent breeder was relatively higher than those sold by the integration companies. The production result of the broiler chicken from the integration company was approximately 20 percent for the processing and 80 percent sold to the traditional market, so the market share of the farmers in the traditional market was declining. The integration company had also been acting as the core and dominant company to have the Chicken Slaughterhouse (RPA). These companies had been the storage in the cold storage, but the capacity of the cold storage could only accommodate the stock of 15-20 percent of the total production.

Responding the condition, the step taken by the government that was with the Regulation Issuance of the Minister of Agriculture No. 61 in 2016 about Supplying, Distribution, and Control of Purebred Chicken, aiming to create a conducive and synergic purebred chicken of the animal husbandry business.

While, the Director of Partnership Supervision, the Commission for the Supervision of Business Competition, Dedy Sani Ardi, approved the concept offered by Professor of Faculty of Animal Husbandry of IPB, Prof.Dr. Muladno, through the School of Animal Husbandry (SPR). According to him, with SPR the independent farmers could work together. “Through this institution, the government can provide the assistance in the form of required facilities and other assistance. Thus, the independent breeders if joining would be great,” he said.(dh)
