Rector of IPB Attended the Focus Group Discussion (FGD) on Fiscal Monitoring in Merauke
Rector of IPB, Prof. Dr. Herry Suhardiyanto, attended the Focus Group Discussion (FGD) on 'Fiscal Monitoring Area' at BAPPEDA Office, Merauke Regency, on 21 August 2017. The FGD was attended by Merauke Regent, Frederikus Gebze, SE MSi, as well as the officials of Pemda Kab Merauke: Setda, Vice Chairman and Member of DPRD (the respective Provincial People's Representatives Council), Head of Bappeda, Head of BPS, 12 Heads of Service, and other invitees. This Program is a continuation of research and training activities on Regional Fiscal Monitoring between the Badan Pengawas Keuangan dan Pembangunan (BPKP Finance and Development Supervisory Agency), IPB and the Government of Merauke Regency which was signed in Jakarta, on 17 July 2017.
IPB Rector in his remarks expressed how important the planning and maintaining the balance of local finance, as well as taking into account the risk factors that affect the revenue and expenditure (spending) of the Provincial Government. Merauke Regent expressed his higher appreciation for IPB to decide Merauke Regency as the Venue this study program and made Merauke District as the first location of FGD implementation among 12 districts (in 9 provinces) to be scheduled as research location. This research involved nine Perguruan Tinggi Negeri Badan Hukum (PTNBH Legal Entity of State University) including IPB, where each PTN conducted research in one district, while IPB (in this case represented by Faculty of Economics and Management) carried out the research programs in 4 (four) districts, namely Merauke, and for the of Local Fiscal Monitoring topic at Bogor Regencies and Anambas District, Riau Islands, and Gorontalo Regency for the of Local Income Generating Strategy topic
After the Rector and Regent's remarks, the FGD event was then led by Secretary of Merauke Regency and guided by the Dean of FEM IPB, Prof. Yusman Syaukat and Chairman of the Department of Economics of FEM IPB, Dr. Dedi Budiman Hakim.
This FGD was held in order to provide guidance to participants about the fiscal-related risks faced by the regions, which will affect local government revenues and expenditures, such as the impact of changes in regional economic conditions, natural disasters, climate change, social unrest, changes in government policy, and others. It is expected this program will identify various factors that affect the fiscal gap and the policy implications. Also, it will be develop software such as 'dashboard' financial condition of local government. (Wied)
