Statements of the Academic Senate Forum of Legal Entity State Universities (PTN-bh)
Statements of the Academic Senate Forum of Legal Entity State Universities (PTN-bh) as their reactions to responds to the Regulations of the Minister of Research, Technology and Higher Education No.20 of 2017 on the Professional Allowances for Lecturer and Honorary Professor. The statements were drawn up as recommendations made during the Forum of the Academic Senate State Universities Legal Entities (PTN-bh) special meeting, which was attended by 11 state universities, namely the University of Indonesia (UI), Bandung Institute of Technology (ITB), Bogor Agricultural University (IPB), University of Gadjah Mada (UGM), Indonesian Education University (UPI), North Sumatra University (USU), Airlangga University (Unair), the Surabaya Institute of Technology (ITS), University of Diponegoro (UNDIP), Universitas Padjadjaran (UNPAD) and Universitas Hasanuddin (UNHAS). The meeting was carried out on 27-28 February 2017, at IPB International Convention Center (IICC) Bogor.
Chairman of the Academic Senate Forum of Legal Entity State Universities, Prof. Dr. Indratmo Soekarno, explained that the statements were prepared to response to Permenristekdikti No.. 20 Year 2017 on the Granting of Professional Allowance, Allowances for Lecturers and Honorary Professors.
In the Academic Senate Forum special meeting recommendations to revise the Permenristekdikti No. 20 in Year 2017 were prepared, as follows:
- Evaluation for Honorary Professors allowances should be carried out every five years and the first evaluation process should be carried out on 2018. Considerations for the evaluation process will include their scientific works published since 2013. However, while the evaluation process are going on, revision on technical instructions as stipulated in the Permendikbud No. Jo No. 78 of 2013 89 in 2013 will be prepared.
- Propose the provision for the incentive as additional beneficiaries, in accordance with Article 52 and 57 of Law No.14 of 2005, it shouldn’t be threat for the termination of the Professional Allowances for Lecturer and Honorary Professor. Incentives can be provided for faculty members who publish / produce: (1). The scientific publications for national, international, and reputable international publications, (2). National and international guide books, or (3). The technological publications of art that is useful for society, as stipulated in the Regulation of the Minister of Finance No. 106, year 2016.
- Request to withdraw the requirement for the publication of scientific papers, patents or monumental artwork / design monumental on accredited national journal or international journals for Associate Professors.
- Criteria for reputable international journal should be based on the Operational Guidelines for the Assessment of Credit for the Promotion of Rank / Position for Academic Lecturer referring to the scientific indexation of Indonesia.
Vice Chairman for the Academic Senate Forum of Legal Entity State Universities who is also the Chairman of the Academic Senate of IPB, Prof. Dr. Tridoyo Kusumastanto, stated that to improve the higher education in Indonesia to be competitive with foreign universities, the government should issue policies to support to the provision of infrastructure and inadequate learning facilities; provide funding support to increase for the maintenance and modernization of educational facilities; allowance for education personnel in the performance of Legal Entity State Universities; as well as the provide additional funding support for Basic Research, Applied Research and Development Research as a tribute for faculty members of university as stipulated in the Regulations of the Minister of Finance No. 106 / PMK.02 / 2016 on the Standard Expenditure for Fiscal Year 2017.
He added that all the academic ranks in the hierarchical ranking structure found amongst scholars in academia, such as Assistant Experts, Associate Professor, Associate Professor and Professors are deserved to have to receive a number of extra benefits, including Professional Allowance amounting to one month of base salary after performing their workloads up to 12-16 credits per semester. Under the Permenristekdikti No.. 20 Year 2017, for Associate Professors to obtain Professional Allowance they are required to publish scientific papers in the accredited national or international journals, patents or monumental artwork / design monumental. On the respect for the principle of equal rights and self-determination of peoples it is unfair, as it will cause discrimination between Associate Professor with Assistant Expert, Associate Professors and Professors.
After reviewing the materials of Permenristekdikti No.. 20 Year 2017, the Academic Senate Forum of Legal Entity State Universities decided to revise them thoroughly. The Academic Senate Forum aims to enhance the role and functions of the Academic Senate as a normative body of state university legal entity to improve the quality of professors and lecturers of university in implementing the University Tridharma. Moreover, the Forum was established to improve the total number of scientific works, and creating atmosphere conducive academic to achieve its highest achievement for its academic excellence, to be the internationally competitive university. Through the Academic Senate Forum of State University Legal Entity, the state universities will share experiences and become referenced models for respective legal entities in particular and other universities as well.
The function of the Academic Senate Forum of Legal Entity State Universities is the strategic partner and group incentive for governments and other stakeholders, to promote common interests of public universities in Indonesia in general, and public universities legal entities in particular, in various aspects and issues relevant ( legal, academic, financial, resources, and others). In order to achieve these objectives, the Academic Senate Forum of Legal Entity State Universities organizes periodic meetings to contribute for the development of higher education. (Wied)
