Training on Anti-Corruption Awareness in IPB

Directorate of Human Resources (HR), Bogor Agricultural University (IPB), organized an "Anti-Corruption Awareness Training", on Wednesday (12/8) at IPB International Convention Center, Bogor. It is intended to increase the knowledge and awareness of IPB’s structural officials about corruption and prevention measures and eradication of corruption in Indonesia, involving the Directors Heads of Offices, Bureau Chiefs, Heads of Sub-Directorates, Head of Division, and Heads of Sections in IPB. It is a follow-up of the training of the previous year.
 
Corruption is seen as an extraordinary crime, which therefore requires extraordinary efforts to eradicate it. Efforts to remove corruption consisting of two major parts, namely repression and prevention, will never succeed if this is only done by the government alone without involving community participation, including IPB.
 
Vice Rector of Resources and Strategic Studies, Prof. Dr. Herman Siregar in his opening speech said, "Officials in IPB as part of the community are expected to prevent corruption in their environment. Under Regulation 71/2000, it is stated that the participation of the community is the active role of individuals, community organizations, or NGOs in the prevention and eradication of corruption. 
 
Further, Prof. Herman said, "The participation of IPB’s officials in efforts to eradicate corruption would be optimal if they could understand the knowledge about corruption and its eradication efforts and implement anti-corruption values among them. It is expected to be possible through this Anti-Corruption Awareness Training."
 
Present as the guest speaker is the Third Chairman of the Corruption Eradication Commission (KPK) for the year 2010-2011, Dr. M. Busyro Muqoddas presenting the topic "Values and Principles Against Corruption". Dr Busyro, who was also Vice Chairman of the Commission in the period 2011-2014, said, in the tradition of bureaucracy in Indonesia is still marked by the presence of structural bureaucratic relationships among employees rather than the qualitative functional patterns.
 
"The top-down and command system is more prominent. The disadvantage is when the traditional  system runs corruptive or potentially corrupt, then the bureaucratic and rigidly formalistic relationship closes the doors of prevention communication or criticism. There is a psychological barrier. This strengthens the cultural mindset of selfishness – the important thing is I do not breach. However, this makes the organization break down, and colleagues or heads trapped. According to moral postulate, letting the crime is a crime in itself," said Dr. Busyro.
 
He said corruption prevention requires improvement and the support of systems, human resources and culture. In many cases, a closed state bureaucracy is like the dirty pool with water not flowing, so the "catfish" will rapidly grow bigger and live comfortably. In the murky pool, the corruptors operate comfortably and untouchable. This is the metaphor for closed bureaucracy, it is not a leader and leadership that develop on the principles of meritocracy and high professionalism, but "catfish bureaucracy". (Mtd)
