Professor Chair Holder of IPB: POSDAYA as the Mean for Disseminating the Result of Researches

Bogor Agricultural University (IPB) has been proclaimed as the most innovative campus. So far, hundreds of IPB invention or innovations have been successfully awarded or even granted some patents. Unfortunately, only ten percent of these innovations have been utilized by the community. This was stated by Professor Chair Holders of the Faculty of Human Ecology of Bogor Agricultural University (FEMA IPB), Prof. Dr. Ir. Pudji Muljono, in his Scientific Oration held at Andi Hakim Nasoetion Auditorium, IPB Campus, Dramaga, Bogor, on 20 January 2018.

"Bogor Agricultural University (IPB) is one of the most innovative campuses in Indonesia. IPB was listed as a university with the highest number of most prospective innovations in the list of the Most Prospective Innovations Indonesia published by Business Innovation Center Indonesia in collaboration with Ministry of Research, Technology and Higher Education (Kemenristekdikti) RI, the index of Business Innovation Center (BIC) in 2017. Throughout 2008-2017,  IPB has produced 407 of the 1045 (one thousand forty five) most prospective innovations determined by Ministry of Research and Technology and Business Innovation Center (BIC), 407 (four hundred seven) or 38.95% Indonesian innovations were produced by IPB. The university has contributed 38.95 percent are innovative works of IPB academic communities. This means that IPB has contributed 38.95 percent in Indonesia's most prospective work of innovation. However,  only about 10 percent who successfully commercialized, "he said.

Based on the data base for research and community service (PPM), for 2012-2016 period, out of the 407 total innovations made by IPB only 3.83 percent were directly disseminated to the public or users. This means that improvement of downstream or dissemination of those innovation  works are really required.

"The scientists in Indonesia are now promoting their innovative works, how their works would be beneficial for the communities throughout Indonesia. Research results must be well-disseminated, those are responsibility of the researchers as they got the funding support mostly by tax payers.  It is not only credits for  professor, or wages or patent for sale, it's worth less. Because innovation or discovery should be utilized as much as possible by the community. The Ministry has made various efforts, such as what formulas are effective for the downstreaming the  research results to the community, "he explained.

One method carried out by IPB to downstreaming innovation is by establishing Family Empowerment Posts (Posdaya). Posdaya is a forum of friendship, advocacy, communication, information, education and also developed as a forum for coordination of integrated family strengthening activities.

Based on his research, from 20 Posdaya (Family empowerment post)   in villages around the campus and Bogor area showed that Posdaya performances were quite good. However, the result of the study  showed that further coaching programs for Posdaya are really required, as most of Posdaya performances (secretariat, partnership, education, economy, health, and environmental aspect) were under developed.

"The most important weaknesses are partnership program with others parties and innovation repackaging. University partner  for the development of Posdaya should provide more facilities to improve those performances," he explained.

Prof. Pudji and his team had carried research programs to evaluate the  implementation of  Posdaya development  of 15 Posdaya. The result is 60 percent or 9 units of Posdaya were categorized as Powerful group,  33 percent  or 5 units were categorized into powerless,  and 7 percent or 1 unit was categorized onto the least powerless category. Posdaya economic empowerment index is allegedly influenced by several things, including the performance of companion, support college builder and local government attention.

Besides Posdaya, Prof. Pudji also introduced the Program Kampus Desa (Campus  Village Program). It is a method to transfer and disseminate results of research programs and innovations made by IPB to public at large. In implementing this program, IPB requires collaboration of all IPB components, community, local government and private parties. The communities  provide venues,  researchers and alumni of IPB prepare innovations, and local government and private parties support programs which are related to their respective subject coverage, such as provide demplots, field works,  and consultations.
