Coastal and marine management is time to utilize new 4.0 technology to ensure precision and efficiency. The development of new technologies such as robotic, artificial intelligence, drones, satellites, big data, and the internet of things has become a necessity along with the trend of the industrial revolution 4.0. Therefore cooperation between universities in the East Asia and Southeast Asia region really needs to be strengthened. The current era is an era of collaboration and not competition. This was stated by the Rector of the Bogor Agricultural Institute (IPB), Dr. Arif Satria who appeared as the keynote speaker at the East Asian Seas Congress (EAS Congress) 2018 Iloilo Philippines, 27-30 November 2018. On the occasion, the results of research by IPB lecturers on smart aquaculture, smart coastal management and the prospect of research were introduced. research on other smart fisheries.

On this occasion Dr.Ario Damar, Head of the Study Center for Coastal and Ocean Resources, Institute for Research and Community Service (PKSPL LPPM) IPB and Dr. Luky Adrianto, Dean of the Faculty of Fisheries and Marine Sciences of IPB was also invited to be the moderator of the sessions at the conference organized by the Partnership in Environmental Management for the Seas of East Asia (PEMSEA).

Every three years, a congress called the East Asian Seas (EAS) Congress is held which aims to strengthen the commitment of each country in the partnership network in the application of Integrated Coastal Management (ICM) in each country involving elements of the government, technical institutions and groups. industry that is able to strengthen scientific networks, governance and management issues on coastal and marine areas.

For 2018, the EAS Congress is held in Iloilo Philippines, with the theme "25 Years of Partnerships for Healthy Oceans, People and Economies: Moving as One with the Global Ocean Agenda". About 900 participants attended the EAS Congress from all PEMSEA member countries and Friends of PEMSEA in the Eastern Asia Region.

The inter-country collaboration event is the main focus of this three-year event which is expected to be able to develop a network of cooperation in the implementation and achievement of the Sustainable Development Goals especially SDG 14. Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) are cross-governmental organizations operating in the East Asia region aims to strengthen and ensure the sustainability of healthy and resilient use of the coastal and marine areas.

One approach promoted by PEMSEA is the Integrated Coastal Management / ICM (Management of Coastal Integrated) approach in the management of coastal areas in each country in the Eastern Asia Region. One important component in the successful implementation of ICM is the component of the Learning Center in the form of involvement of Higher Education which is embodied in the PEMSEA Network on Learning Center (PNLC). PNLC consists of various Higher Education (University) institutions in the East Asia Region that participate in implementing the ICM approach in each country.

Various technical and social breakthroughs have been developed by PNLC in guarding the success of ICM applications on site. IPB through PKSPL is a member of the PNLC and since 2017 has become the Chair (Chair) of PNLC held by Dr. Ario Damar. As Chair of the PNLC (2017-2018), IPB coordinates 11 higher education institutions in the Eastern Asia region in scientific development and technology in ICM applications in each country. IPB is also a member of several PNLC members in several universities in Indonesia.

IPB through PKSPL IPB has been the Chair of the Elements of Higher Education from PEMSEA since 2017 which is an important element in the successful implementation of ICM practices in the Region. IPB's involvement in the PEMSEA Network is in line with IPB's policy which has just launched IPB Agro Maritime 4.0 in Indonesia.

"Agro Maritime 4.0 is very relevant in enhancing the role of higher education in its scientific contribution in the application of various sustainable development applications in the East Asian Seas," said Dr. Arif Satria. Various goals in SDG especially SDG 14 (Life below water) are the main focus of the achievement of sustainable development in coastal and marine areas.

In the history of ICM development in Indonesia, PKSPL LPPM IPB has become a pioneer in the application of integrated coastal area management concepts. Since its inception, in 1996, IPB's PKSPL has actively contributed to the development of an Integrated Coastal Management (ICM) approach in Indonesia.

IPB's PKSPL is always ahead, especially in guarding and ensuring that the approach taken is always based on a scientific approach. The approach to integration in coastal area management that has been proven globally is the best approach for coastal management that needs to be escorted scientifically. Various environmental and social problems in coastal areas require solutions that are scientifically proven to be true.

IPS PKSPL is not only involved in various technical approaches to solving environmental problems such as coastal pollution control, conservation area management and ecosystem rehabilitation, but also in the social institutional approach through capacity development of coastal area managers, namely elements of local government, community groups and individual. Various trainings such as Integrated Coastal Area Management training and various technical training such as coastal pollution control. Rehabilitation has been carried out by the IPB PKSPL not only to academics but also to government (central and regional) employees, community groups and private companies.

The presence of IPB in the aspects of integrated coastal and marine areas management has become significant and is able to play an important role in achieving sustainable development not only nationally in Indonesia, but also in the Eastern Asia Region. (NR)
