IPB was the Host of the 7th National Fishing Seminar
Dean of Faculty of Fisheries and Marine Sciences (FPIK), Bogor Agricultural University (IPB), Dr. Luky Adrianto, mentioned that statistically the marine fisheries or the capture fisheries of Indonesia was still a major player and ranked the second largest after China, while the land fisheries still ranked number 7. “The imbalance is not a significant thing. However, it takes a touch of technology to boost the land fisheries,” he said.
Dr. Luki said that the opening of the 7th National Fishing Seminar was held regularly every 2 (two) years by the Department of Fishery Resource Utilization (PSP) of FPIK of IPB and Fishing Partnership Communication Forum (FK2PT). In this year, the theme of the seminar was “Pembangunan Perikanan Laut yang Berkelanjutan dan Berkeadilan / Sustainable and Equitable Sea Fisheries Development”. The event was held in the Auditorium of Sumardi Sastrakusumah, FPIK, Campus of IPB Dramaga, Bogor (22/8).
Chairman of the Committeea, Dr. Iin Solihin, said that this national seminar was held in order to enrich the concept of the fisheries development. Present as the resource persons, namely: Head of Agency of Development of SDM and Development and Researh of the Ministry of Maritime Affairs and Fisheries (KKP) of RI represented by Dr. Fayakun Satria; Dr. Tri Wiji Nurani (the lecturer of the Department of PSP of FPIK of IPB).
The 7th National Fishing Seminar was conducted in parallel divided into four themes, namely the Sea Fishery Technology; the Marine Fisheries Management and Policy; the Marine Fishery Social Economy; and the Sea Fishery Industry. This seminar provided 77 papers presented from 22 Universities. The paper would be published through the Marine Fisheries Journal managed by FK2PT and the Department of PSP of FPIK of IPB or the proceedings.
This activity was paired with “International Workshop on Sustainable Fisheries Capture”. The implementation of the national seminar and the International Workshop was expected to synergize the stakeholders of the capture/marine fisheries in the development of the capture fishery in Indonesia in the face of the development of the international regulation requiring the sustainable and equitable fisheries.
The international workshop presented Dr. Darmawan (Director of Fisheries of RARE); Dr. Budy Wiryawan (Researcher of Department of PSP of IPB); Prof.Dr. Neil Loneragan (Directore of Environmental and Conservation in Murdoch University); and Dr. Christopher D. Elvigde (Senior Researcher at NOAA). At the same event, it also held the meeting of FK2PT.
Related to various international instruments, Dr. Budy Wiryawan, conveyed that several major countries had issued the rules for the eradication of IUU Fishing through the market system with the mechanism of traceability as mandated in IPOA on IUU Fishing, such as Europe with EC No 1005/2008 and the United States of America with the Final Rule to Implement U.S. Seafood Import Monitoring Program in 0648-Bf09. For the European Union it already adopted it, but it was not yet for the United States of America which was to come into effect next year. Therefore, Indonesia should prepare by building an integrated system of traceability from the producer aspect (the capture fisheries and the aquaculture fisheries) to aspects of processing and marketing.
The absence of such tracking system resulted in Indonesian fishery products was rejected by the market countries. As an exporting country, Indonesia should prepare itself for the development of the issues and the problems of the world. In other words, the integration of the upstream-downstream and the synergic regulation among the state institutions, especially in the environment of KKP, became very important. While on the other side, how was the impact of the development of the international policy to the fishery business actors, especially the fishermen. Had they already earned a decent profit from a fishery system process. This was where the need for the realization of a fair fishery for all fishery business actors.(dh)
