The Institute of Research and Community Empowerment of IPB (LPPM – IPB) in cooperation with KlubSekolahPeternakan Rakyat (KSPR- Cattle Farming School Club)organized "FIRST NATIONAL MEETING ON SPR-1111". The theme of this national meeting was “Coordination and Implementation Strategy for Development of the Social’s Cattle Farming School Concept (SPR) in Indonesia”. "Thus, the application of the Social’s Cattle Farming School(SPR) would be performed synergicallywith universities, government, farmers for a maximum of four years," said Prof.Dr. Muladno, MS from the Department of Animal Breeding and Genetics – Faculty of Animal Husbandry of IPB. Prof. Muladno is also the chairman of the committee of the National Meeting of SPR-1111, held on Monday, 22 June 2014, at the PKSPL building, Baranangsiang campus, Bogor.
Dr. Ir. Prastowo,M.Eng., the Head of the LPPM – IPB, in his opening remarks when he officially opened the meeting he stated, "IPB supportsfully the idea or the conceptof Social’s Cattle Farming School (SPR-1111)because we recognize the central role of universities in education and community services, as stated in the Tri Dharma of a University which suggests two things, the first, all universities should be able to carry out education and community services, but the majority of them are able to perform educationonly. Secondly, only few universities have implemented activelythe education and community development programs. The implementation of SPR-1111 is one of the best example for the implementation of education and the community development in Indonesia together, "he said.
"Universities should have a strategic program, namely the acceleration of the dissemination of Science and Technology for the community at large (farmers, cattle farmers, and fishermen), businessman, industries, and government agencies. Therefore, such programs must be supported by reliable research programs and the institutional development of community services (IPB Goes to Fields, Field Work Programs of Students, farmers go to IPB, agribusiness model guidance,and cyber extension) and should be supported by the application of science and technology and research results,"said head LPPM IPB.
According to Dr. Prastowo, "IPB sees the cooperation with the local governments as a challenge and an opportunity as well for the application of science and technology for the community, to show the impotant role of IPB for the agricultural development in Indonesia. The most impotant of all, is the major support from the Departments of the Faculty of IPB, "he said.
Prof. Muladno explained further, "All parties including the Director General of Livestock and Animal Health, Local Government, Heads of Regional Animal Services, and the head of DPPT support the concept of SPR-1111. This event is truly dedicated to the small cattle farmers, because it is really geared towards the educational approach for the development of small cattle farmers. As they are expected to play their active roles in government’animal husbandry programs, "he said.
"The basic strategy of SPR-1111 is the implementation of cattle selection, with its socio-economic structured point of view, measurement and other technical parameters related to its economic value, and business development in the collective management for livestock commodities and other commodities as well owned by farmers, the population growth rate of livestock by increasing the birth rate and decreasing lower death rate, increasing the number of parent stocks, reproductive performance and cattle health monitoring periodically, excess feed stocks, optimizing the utilization of agricultural byproducts to be the source of nutritious foods, and the improvement of the land quality, "said Prof. Muladno.
"One of the objectives of the First National Meeting On SPR-1111 was to unify and strengthen the spirit to improve the professional performance of the cattle farmers through education, to enable them to develop a superior and independent farms, to provide official forum for them to exchange of information on cattle farming, to establish appropriate systems of SPR standard," he said.
Further, Prof. Muladnoadded that the target of the SPR-1111 are, the consolidation among cattlefarmers for cooperative businesses, cattle breeding techniquesespecially on their selection or crossbreeding, optimization of natural resources (water, food, and land), increased efficiency and productivity of farmers and livestock, and to improve the income and welfare of cattle farmers
The expected results of the First National Meeting On SPR-1111 was the increasedpopulation of their livestocks, their qualities, their socio-economic status, and discouragement of urbanization, and the selling of their assets.
To achieve the best results, it is really required that all animals be taken care of postively, all cows (parent stocks) must be kept in good condition until they reach their unreproductive ages and should be able to give a birth one calf per year. Each identity of each cow and bull must be properly recorded in the Livestock Owner’Book. In addition the cattle must be insured by the owners. Appropriate supply of feeds and drinks, other bulls which are not being utilized to copulate before they reach two years should be castrated to avoid uncontrolled mating. The castrated bulls should be available for sales at the age of two years.
The First National Meeting On SPR-1111 had recommended that all institutions of central agencies, provincial and district authorities related to the animal husbandaryin the SPR locations should actively involve on the development of SPR, experts in various disciplines should dedicated their professionalism for the benefits of SPR. Mentoring program for SPR should at least span for four years, even after the SPR are developed the partnerships between cattle farmers and disgnated universities should be continued.(Wied).

• Provincial Livestock Services of South Sumatra, South Kalimantan, East Java;
• Regional Livestock Services of Banyuasin, MusiBanyuasin, Ogan Ilir Komiring (OIC), Barito Kuala, Jombang, Bojonegoro, Tegal, Barru, and Bogor;
• Experts of Bogor Agricultural University (IPB), Indonesian Institute of Sciences (LIPI), International Atomic Energy Agency (Batan);
• Representative of Cattle Farmers Council of the 9SPRs; and
• Prospective investors who will establish partnerships with Cattle Farmers of the 9 SPR.
