The Systematic Methods for Poverty Alleviation
According to systems theory we can apply this systems for any study. Systems theory as an area of study specifically developed following the World Wars, and on 1980, it has been developed into the scientific research methods. "The hard research methodology is embodied in the form of numbers. While the soft methods are embodied in the form of words (knowledge engineering) and are currently applied in policy research. Research policy is derived from the consensus of the experts, "said the Professor of Department of Industrial Technology for Agriculture, Faculty of Agricultural Technology, Bogor Agricultural University (FATETA-IPB), Prof. Eriyatno in the Coffee Morning System Expo “Peran Sistem dalam Penanggulangan Kemiskinan dan Pengembangan Agroindustri Pedesaan (the Role of Systematic Methods for Poverty Alleviation and the Development of Rural Agroindustrial”, on Wednesday, 4 April 2012 afternoon, in the Baranang Siang Campus. This activity was part of Book Launching Program on “Solusi Bisnis untuk Kemiskinan” written by Prof. Eriyatno and Moh. Nadjikh.
The systems theory have three characteristics as follows: 1). Cybernetic systems (goal oriented); 2). Holistic; and 3). Effective (it should be applicable not conception only). A variety of policy studies and applied research are increasingly utilizing such systems in order to obtain the holistic and comprehensive technology. One of research topic that exploited the advantages of systems approach was designed by Prof. Eriyatno, in his study he evaluated the relationships between home industry and the empowerment of women. Currently Center for Agricultural and Rural Development Studies (PSP3 IPB), where Prof. Eriyatno is attached, in collaboration with the Center of the System, continues to implement studies on the policies and their application in home industries.
The studies of PSP3 IPB have revealed that key factors in the development of home industries were creative works and the characters of entrepreneurial women. They are the practioners of home industry, the innovator for the beginners, as well as the motivators and the consultants for those who have contraints in the market. "The role of women entrepreneurs are so dominant for the enhancement of home industry businesses, thus, they are the indicators in determining the successful of the businesses, " expressed the former Senior Advisor for the Coordinating Ministry for the Economy and Finance.
Technical problems for the home industry, according to Prof. Eriyatno, one which is access to funding support for working capital or investment. Where do they get the source of cheap funds, and simple regulations for the informal sectors. For banking systems, home industry will only be served when they are in the cooperative forms. But usually it is difficult to organize home industry into a group or cooperatives as the high variety of ownership and their status. "Therefore there must be a special financing scheme for home industry, which is a mix of funding sources, so the cost of capital so low and affordable," said Award winner “Bintang Jasa Pratama Republik Indonesia”.
Furthermore, Prof. Eriyatno stated it is important to decide the target areas as a pilot project or demonstration model for home industry into two categories: rural (especially the suppliers of Women Labour, such as Indramayu or Blitar) and urban (areas of creative industries such as Kampung Batik-Laweyan, Solo). "In the rural areas the systems will minimize the encouragement of women to become Indonesian Labor (TKI) abroad. While in urban areas, the systems will constantly pushing the creative entrepreneur to adapt the changing times, "he explained.
Moh. Nadjikh, one of the Alumni of the Department of Industrial Technology for Agriculture of Bogor Agricultural University, who is currently the Chief Executive Officer (CEO) of PT. Kelola Mina Laut attended this special occasion. The concern of Mr. Nadjikh on Micro and Small Enterprises (MSEs), as well as the entrepreneurship has strengthened and enhanced the sustainability of his supply industrial chains. "We have as many as eight thousand employees and more than 400 SMEs under of our company," said Nadjikh. (Wied).
