Two Major Keys to Spatial Development
Spatial control and law enforcement become two main keys to the rapid development that does not comply with spatial planning. Dr. Ernan Rustiadi, a researcher of the Center for Regional Development and Planning, Research and Community Services Institution, Bogor Agricultural University (P4W-LPPM-IPB), said that as a speaker in the 4th Jakarta Megacity (Jabodetabek) Study Forum "Resilient Megacities: Idea, Reality, and Movement," at IPB International Convention Center (IICC), Bogor, on Tuesday (8/10) .
Roles and responsibilities to implement it, said Dr. Ernan, are of course in the hands of the government. However, when the government is capacity limited with lack of commitment and political will, then the role of the community becomes very important. "If each stakeholder does take a role, it is not impossible that the frequency of disasters such as floods and landslides will become increasingly common in the Greater Jakarta area (Jabodetabek)," said Dean of the Faculty of Agriculture, Bogor Agricultural University.
Previously, Dr. Ernan revealed research data that more than 10 percent of space use in the Greater Jakarta is not in accordance with the spatial planning, and more than 20 percent is not in accordance with the carrying capacity. On the other hand, particularly in Puncak area, which is upstream, 40 percent of settlement and 30 percent of plantations do not comply with the spatial planning.
"A lot of communities have made attempts to control the spatial system. Along the Ciliwung River, for example, the role of the community is very visible. They do greening along the side of the river or pick up litter carried by the river currents. If they get support from the government, there will be more people involved," explains Dr. Ernan.
IPB’s role as a higher education, continued Dr. Ernan, is for example in educating the community by sharing knowledge about the correct spatial planning. And this has been carried out by IPB for several years. And the result, in the event opened by Head of LPPM-IPB, Dr.Prastowo, is that there were 11 community members giving presentations.
Also present in the forum as a speaker was Director General of Spatial Planning, Ministry of Public Works, Dr. Basoeki Hadimoeljono, who also revealed the fact that there are 700 violations in Greater Jakarta, Puncak and Cianjur. "We are doing an evaluation of the findings. If they are convicted of the violations, there must be sanctions," he said. (Mtd)
