Minister of Research, Technology and Higher Education (Menritekdikti), Prof. H. Mohamad Nasir, Ph.D., hoped that the Bogor Agricultural Institute (IPB) would be at the forefront in guarding higher education from corruption. According to him, corruption in Indonesia is very worrying, like a four-studium disease.

This was conveyed by Prof. Nasir when attending the Bogor Summit of the Council of Professors of Legal Entities of State Universities (MDGB PTN-BH) at the Dramaga Campus of IPB, Bogor (20/9). The event took the theme of the Strategic Role of Higher Education in Anti-Corruption Education, Combating Natural Resource Corruption and Multistakeholder Synergy for the Indonesian Anti-Corruption Movement.

In the global competitiveness index, Indonesia is at a low number of 36 from 137 countries. The reason is there are many factors. For example, universities lack quality, health is not good, technology is not good, economic movements are not good.

"The first factor is corruption. For this reason, state and private universities must be the first in maintaining Indonesia to be free of corruption. The demands are Good University Governance, good university governance, transparency, awareness, accountability, and responsibility. If these four have been fulfilled, universities will avoid corruption, "he said.

Prof. Nasir added that in the data of the Corruption Eradication Commission (KPK), the education sector was actually the most corrupt. The education budget in 2018 is 20 percent of the State Budget (APBN). This means that there are 440 trillion rupiahs in funds. "Of the 440 trillion, around 279.5 trillion or 63 percent are allocated to the regions, 34 percent are at the center," he said.

Meanwhile the Chancellor of IPB, Dr. Arif Satria said that universities have a moral responsibility to keep this nation into an advanced nation because the nation is progressing everywhere, its people are free from corruption. Therefore, there are two aspects of corruption eradication movement, the first is the cultural aspect and the second structural aspect.

"Our cultural aspects are more about building on mental attitudes. The people on this campus are honest people. Therefore at IPB, in the framework of reforming the new 2019 curriculum, it has included an element of anti-corruption education as our commitment to producing graduates who have integrity. Second structurally, that is to create a system that adheres to the principles of good university governance, which with that system closes opportunities for corruption. From a cultural perspective, our mental attitude must be built up, both systems must also be built, so that there are no leaks, "said the Chancellor.

Meanwhile, Chairman of the Committee, Dr. Rina Mardiana said that this event was a momentum to re-declare how to activate the role of higher education in anti-corruption education in universities. "How do we mainstream the anti-corruption movement and accelerate the eradication of anti-corruption. The event was initiated by the IPB Board of Professors (DGB) which also formed the first established PTNBH MDGB and its chairman from IPB, "he said. (dh / Zul)
