The President of Indonesia: IPB is Ready to Organize Farmers' Corporative Business
President of the Republic of Indonesia (RI), Joko Widodo, presented his scientific oration on the Open Session of the 54th Anniversary of Bogor Agricultural University (IPB) on Wednesday, 6 September 2017, at Grha Widya Wisuda, IPB Campus, Dramaga, Bogor.
During which the President of Indonesia, Joko Widodo, stated that in the field of agriculture, the exchange rate of farmers is very fundamental. Farmers should be benefited as much as possible, not just from crop cultivation, but the big advantage in the agricultural business, agribusiness. The added value is in the agribusiness process, the paradigm must be changed massively. "Peasant corporations must be established in order to obtain economic scale, we must organize farmers, ranchers and fishermen into cooperative. We must have great thoughts into that direction. Farmers must have production capabilities from upstream to downstream with modern applications. IPB has the ability to produce quality farmers. IPB should produce quality students who have modern thinking and want to work in agriculture, "said the President.
According to the President, this is the key for the growing of the exchange rate of farmers. "Who can prepare a modern rice mill management, a modern rice packaging industry. Teach and guide farmers to arrive to that era. It is impossible for farmers or fishermen to get appropriate exchange rate of without cooperative business," he continued.
Likewise with fishery, farming is not only for rice matter. President Jokowi also advised that the Faculties should follow the modern transformation. For example, food logistics management, food retail management needs very large.
IPB Rector Prof. Herry Suhardiyanto MSc said that this year is the decisive year for IPB's as prime mover of agriculture mainstreaming in development in Indonesia. "In its 54th anniversary, IPB has recorded variety of prestigious achievements, gave birth to ideas, ideas and real work, innovation, in an effort to develop Indonesian agriculture and realize a formidable agricultural system.
Rector confirmed the momentum of the 54th Anniversary of IPB is also expected to be filled with a series of activities that can bring the entire academic community, alumni, stakeholders, and the people of Indonesia to be able to recall the history and background of IPB standing. IPB was founded with the idea and vision of the founders of the Indonesian nation who considered that agricultural higher education is very important in realizing a just, prosperous and prosperous nation. "Through agricultural education produced good cultivation technology, agricultural technology innovation, and various thoughts as the basis of policies to improve the welfare of farmers, "said Rector.
Further Rector said IPB is required to provide solutions to various problems faced by the nation in particular and mankind in general. Rector continued, one of the roles of IPB in realizing food sovereignty is to produce quality seeds. After many years of breeding, Dr. Ir. Hajrial Aswidinnoor produces new types of rice varieties named IPB3S. "For the development of start-up of IPB3S seed industry, we get APBN fund through program from Ministry of Research, Technology and Higher Education to produce basic seed," said Rector. Currently IPB has succeeded in producing IPB3S rice seedlings around 180 tons ready to be distributed to seed breeders in various regions throughout the country. The breeders are expected to multiply the seeds to produce seed spreads.
It is expected that 30 thousand tons IPB-3S seed seedlings will be distributed to a number of regional heads who have been committed to involve in the development of these varieties in the region. The distribution was part of IPB program to meet the needs of rice seeds for one million hectares of rice fields. Paddy harvesting data of some locations revealed that the average productivity of IPB3S rice is 8.4 tons of dry, retted stalks per hectare. If the estimated productivity of seven tons of dry paddy per hectare is used, then the use of IPB 3S rice seeds for one million hectare rice field are be expected to produce seven million tons of dry, retted stalks in the coming harvest season. IPB is currently conducting R series rice breeding program for swamp and G plant rice for upland rice.
IPB Rector reported to the President that IPB has established cooperation with 15 Regencies in 8 provinces to develop of Kabupaten Mandiri Benih (independent seeds provision for fullfillment of region demands), such as Bogor Regency, Tasikmalaya, Ciamis, Banjar, Garut, Banggai, Kendal, Jember, Klaten, Bireun, Pasaman Barat, Barito Kuala, Kapuas, West Lombok and Merauke. The Model of seed provision for fullfillment of region demands will be applicable to villages, districts and for provincial level. To that end, we expect government is supportive by formulating policies to put the farmer groups into seed breeders and seed producers in the framework of national seed procurement. The high yielding varieties (HYV) of rice invented by various universities and research institutes will be utilized for the successful implementation of this program. This will ensure the provision of quality seed of appropriate crops and varieties to farmers in a timely manner to increase their seed security and food security, accordingly they will increase farmers' income and strengthening farmer organizations, especially farmer breeder groups.
In this moment, IPB Rector handed over IPB3S superior seed seedlings to West Java Governor, Governor of Nangroe Aceh Darussalam, Banggai Regent, Marauke Regent who has been committed to develop this rice varieties in the region.
Present in the very very special event among other were number of officials including the Coordinating Minister for Human Development and Culture, Puan Maharani, Minister of Research on Technology and Higher Education (Menristekdikti), Prof. M Nasir, Minister of State Secretary, Prof. Dr. Pratikno, M.Soc.Sc, West Java Governor Ahmad Heryawan, Mayor of Bogor, Governor of Nangro Aceh Darussalam, Banggai Regent, Marauke Regent, Bogor Regent, and thousands of IPB academics, both students and lecturers.
